In 1971, writer Dennis O'Neil brought the evil character Two-Face back into the Dark Knight Comics and it was then that he became one of Batman's arch-enemies. Instantly it also became the childhood hero of then 15 year old Nerissa Soon-Ruiz.

While the rest of Cebu are mulling as to what happened to Nerissa ditching Gibo in favor of Villar, people in Lapu-Lapu are thumbing their noses and saying “We told you so!”

In her past life, Nerissa worked as a lawyer named Harvey Dent.

Wake up fools, the both of you are old enough to father at least two generations of today’s youth. The youth of today are born into a world where Urbandub, Lady Gaga, Facebook and IPhones are cool, whereas you guys are born at a period in pre-history when the Bee Gees, Rico J. Puno and Pilita Corales are considered loud. There’s no cellphone then, you both were born into a world of the RCPI Telegram dudes…and you still consider yourselves “Batan-on”? Unless of course this blog is mistaken and you guys are talking second childhood here.

The two of you should consider a new slogan, like Rufo Bering…that “Bering sa Konseho” thing really fits your person. Anything that does not run properly without grease is definitely you Rufo!Yup, definitely You!

As for Ahong “I want Change” could work, can be better though if you start at home let's say for example by telling your mom to stop channeling her inner Britney. Remember the world is not big enough for another Dionisia Pacquiao or Madame Auring wannabe.

Finally a SUKOL ORIGINAL

Last Sunday was a day of infamy, the term is not an original of course but out of respect to the SUKOL people we ought to stick to this inherent unoriginality that is originally a “SUKOL” trademark.

First let us delve a wee bit farther into this notoriously insane SUKOL Unoriginality streak. Of course there is the “I am for Change” Slogan an obvious, dubious good for nothing gay person rip off of the Obama Campaign slogan. Then there is that “Nobody, Nobody Jingle” rip off that was totally copied from the DERETSO 3 campaign jingle of all things. Of course there is also Ahong Chan copying Judas and based on his performance the original Judas kinda looks unimpressive. And who can forget the issues they are trying to paint the venerable Mayor Radaza with. Hellooo!!!! It’s so Crisologo Saavedra Losers!
Finally a SUKOL ORIGINAL

But then came last Sunday…finally after a long time of stumbling and bumbling trying to find their “Berings”...pun intended. They did something original in Bankal. They did a “Rufo Bering” yup, you heard it right. A “Rufo Bering” that is. Any action that involves violence, loss of control, total mayhem and destruction of property, disregard for human lives is considered a “Rufo Bering”. Hell, the people of Canjulao can very well tell why it is called a “Rufo Bering”. Even his brother in law…poor old Bitoy who tried to find out what a “Rufo Bering” is but never lived to tell the tale knows about it a lot. So be afraid, be very afraid

So congratulations to the SUKOL degenerates who perpetrated the Bankal incident. Finally you were able to come up with something that can be called an all time SUKOL original, the “Rufo Bering”. To the people of Mactan, let it be known from this day forth that SUKOL has complete and total monopoly of a dastardly act that is considered a SUKOL Original….THE “RUFO BERING”. Applause please!

Lapu most competitive

Lapu-Lapu City is among the country's top 25 “competitive” cities in the country.
This is according to the results of the Asian Institute of Management's 2007 Philippine Cities Competitiveness Ranking Project (PCCRP) presented by Dr. Federico Macaranas of the AIM Policy Center at the Intercontinental Manila Hotel yesterday.
Only Lapu-Lapu made it in the top 25 cities although Cebu City and Mandaue City were among those studied in the competitive survey conducted across the country.
The city ranked high in terms of infrastructure and cost of doing business mainly due to its two export processing zones.

“Competitiveness is how a nation manages the totality of its resources and competencies to increase the prosperity of its people,” according to the World Competitiveness yearbook, IMD 2008 used in the survey.
This was the second time in two months that Lapu-Lapu was recognized as one of the country's top cities by a national survey.

Last May, Lapu-Lapu ranked second among the cities in the country where entrepreneurs could easily start a business. The survey, dubbed “Doing Business in the Philippines,” was conducted by International Finance Corp., a member of the World Bank.

Meanwhile, the recent PCCRP is a flagship research undertaking of the AIM Policy Center to identify the best cities in the Philippines in which to live, work and operate a business.

For its 2007 Round, the survey covered 90 cities. They were rated on the basis of six criteria or “competitiveness drivers.” These were dynamism of local economy, cost of doing business, infrastructure, human resources and training, responsiveness of local government units (LGUs) to business needs and quality of life.

The cities were classified into metro, mid-sized and small. The top 25 cities were chosen based on which cities topped in each classification. Among the 25 cities, four are from the Visayas –Lapu-Lapu (metro) and Bayawan in Negros Oriental, Tagbiliran in Bohol and Calbayog in Samar – all in the small-sized categories.
Four top cities are from the National Capital Region, 11 in Luzon and six in Mindanao.

The result was posted on the AIM's website (www.policy.aim.edu). While the top cities have been identified, these are listed down in alphabetical order and not based on their ranking in the survey.
Top performing for metro cities category Davao, Lapu-Lapu, Makati, Manila, Marikina and Quezon cities.

For mid-sized cities, the top-performing cities were Cabanatuan, General Santos, Lucena, Olongapo, San Pablo, Tagum and Tarlac.
In the small-sized cities, Bayawan, Calapan, Calbayog, Dagupan, Dipolog, Laoag, San Fernando (La Union), Malaybalay, Naga (Camarines Sur), Surigao, Tagbilaran and Tuguegarao emerged in the top.

Lapu-Lapu City Mayor Arturo Radaza said he was “happy” of the new recognition, saying it was vindication from allegations of corruption raised by his critics against him.

“But the mayor does not claim this to be the success of the city government alone but the entire people of Lapu-Lapu,” said Deputy City Attorney Michael Dignos.
“This new award will boost the mayor's resolve to continue with the development projects for the city.”
But Jun Monzon, secretary general of Mactan Island Chamber of Commerce and Industry (MICCI), expressed doubts on the results of the AIM survey. The MICCI has been a staunch critic of Radaza.
“What infrastructure are we talking about? There are no new infrastructure projects initiated by the local government for the past six to seven years. Most of the projects are nationally funded,” Monzon said.
He said it is best for the city government to first present real results before bragging about any study.

Monzon was referring to another AIM study conducted by the International Finance Corp. and World Bank where Lapu-Lapu also ranked second in the cost of doing business.

Cebu City Administrator Francisco “Bimbo” Fernandez was disappointed.
Fernandez said he will examine the recent AIM survey the moment he gets a copy and see where Cebu City may have failed to perform well.
“I don't know how they (AIM) do it but I will definitely read the study. But as far as I can remember I have not been interviewed by any representatives from AIM,” he told last night.

While Cebu City's non-inclusion in the top 20 most competitive metropolitan cities may be a negative point, Fernandez stressed that Cebu City remains a primary investment haven in the south.
“I am not familiar with how the AIM study was conducted but in terms of dynamism and investor-friendliness I believe Cebu City is good. Most call centers come to Cebu City,” he said.

Mandaue Chamber of Commerce and Industry president Eric Ng Mendoza said he was more concerned with looking at reality than any surveys.
“I don't pay attention to surveys. I pay attention to reality. Mandaue is busier today because more stores such as Save More and Park Mall just opened. A city would need stores to be livable,” Mendoza said.
He pointed out that from January to June this year, Mandaue received more than 9,000 applications for business permits in Mandaue, or an increase of over 1,000 from the 8,000 received last year.

The rise in the applications showed that Mandaue's economy is growing, he added.
Dr. Macaranas said in his presentation of the survey result that the PCCRP was conducted every two years starting 1999 to provide a broad perspective of the general well-being of a city, to serve as benchmark for both local government units and investors and to be an avenue for city government to learn from the best practices of other cities.

The PCCRP 2007 is the fifth round covering 90 cities classified as metropolitan (20), mid-sized (25) and small-sized (45). Each city has an average of 40 respondents.
Metropolitan cities are in Metro Manila, Metro Davao and Metro Cebu, which includes the cities of Cebu, Mandaue and Lapu-Lapu.
Mid-sized cities have a population of more than 200,000 and less than 20,000 for small-sized cities.

In specific criteria, Lapu-Lapu scored high in cost of doing business and infrastructure. The city ranked fourth in both criteria.
The city's major infrastructure were Mactan Economic Processing Zones 1 and 2 as well as the Mactan-Cebu International Airport (MCIA).
AIM said that while doing the study, it noticed that neither LGUs nor national government agencies could provide comprehensive and updated statistics for all cities in the country.

In this light, the study noted that national government needs to support data management so that cities will have accurate and up-to-date statistics.
LGUs, on the other hand, need to have constant communication with local business groups and chambers of commerce to identify the short and long-term needs of the local business sector. with a report from Reporter Dale Israel

Radaza calms backers amid leader’s death

AMID calls by the local opposition to place Lapu-Lapu City under Commission on Elections (Comelec) control, Mayor Arturo Radaza called on supporters to remain calm and avoid any retaliation for the death of one of his political leaders.

Radaza, his wife and mayoralty candidate Paz and his allies visited the wake of 30-year-old fisherfolk leader Nicasio Pugoy in barangay Pangan-an, an islet in the city yesterday.

While not ruling out personal grudge as the motive behind Pugoy's murder, Radaza said the political climate in the city may have played a part in the killing.

Lapu-Lapu City police assigned more personnel in the area a day after the murder and arrested five suspects who are mostly ronda tanods in Pangan-an.

They were identified as Arnulfo Pugoy, Joselito Melleno, Jerry Lanoy, Benigno Menguito and Jonas Pugoy.

Jonas was released from detention after witnesses cleared him of the crime.

No need to place Lapu in watchlist: Comelec

OFFICIALS see no need to place Lapu-Lapu City under the elections watch list.

Election officers met with their counterparts in the police and military yesterday morning and discussed some problems about the enforcement of election laws and procedures.

“We can say there is nothing serious insofar as peace and order is concerned. Nothing earth-shaking,” Commission on Elections (Comelec) 7 Director Rene Rey Buac told reporters after the conference.

As for Lapu-Lapu City, it is not included in the watch list, even after the involvement of supporters of politicians in a shooting last Saturday.

Lapu-Lapu City Police Director Mariano Natuel said it was clear the motive was not related to politics although “there is a political color.”

He said their connections to political candidates gave the case political color.

Election and police officials did not identify any areas that are now in the elections watch list.

Buac said the areas being considered are in Bogo City in Northern Cebu, La Libertad in Northern Negros Oriental and Central Bohol.

He said they will give special attention to these places “because of a possibility (of the occurence of violence), not an actuality.”

He added that they did not even mean the whole city or municipality, but just two or three barangays.

Though earlier, police said there were 13 areas under the watch list, Police Regional Office (PRO) 7 Director Lani-o Nerez said changes could be made as the need arose.

Meanwhile, the Cebu City Police Office (CCPO) will be initiating an assessment on the political situation in the City to see if there is a need to declare any area under election areas of concern.

Earlier, CCPO Director Patrocinio Comendador said the city’s south district will be the police’s top security priority in the coming May polls, but did not see the need for this area to be considered an area of concern.

He cited intense political rivalry in Cebu City’s south district, where both Mayor Tomas Osmena and businessman Jonathan Guardo are gunning for the post in the House of Representatives, as the reason.

Comelec won’t place Lapu-Lapu under its control

THE shooting incidents involving supporters of two rival political groups in Lapu-Lapu City isn't sufficient reason to place the area under the control of the Commission on Elections (Comelec), a local elections official said yesterday.

“I don't think so. From the police investigations, we can see that the two shooting incidents were all isolated. The police will investigate and make recommendations to us and we will either approve or disapprove it),” said Lapu-Lapu City election officer Ferdinand Gujilde.

Gujilde said last month's shooting incident that resulted in the death of an opposition party supporter was reportedly caused by a “love triangle”.

He said last week's shooting on Pangan-an Island was motivated by a personal grudge between assailant and victim.

The shooting incidents, he said, could be classified as politically motivated if the victims had the resources and the standing to enable the candidates to win the elections.

Other factors to be included in placing an area under Comelec control is the occurrence of election-related violence and the presence of private armies.

Both conditions don't exist in Lapu-Lapu, Gujilde said.

A non-government organization officer asked the police to assign more personnel on Pangan-an Island following last Friday's shooting incident there.

Manny Ramirez, project manager of Learning Tools for Global School, said their operations in helping the school on Pangan-an Island were hampered because of the incident.

Paz Radaza to run for mayor, Arturo eyes Lapu House seat

Lapu-Lapu first lady Paz Radaza yesterday officially announced her intention to run for mayor in 2010.

Her husband, outgoing Mayor Arturo Radaza, is considering running for congressman now that Congress has approved the bill creating a lone congressional district for Lapu-Lapu City.

The Senate version of the bill was approved on third and final reading last Monday. The bill only needs the signature of President Gloria Macapagal-Arroyo for it to become law.

“It is the clamor of our barangay captains for me and my husband to run. I will abide by it,” Radaza said during a press conference yesterday. “They’re the ones who want it and they have pledged their support.”

Radaza said that if she wins, her administration will continue the projects started by her husband. But she said her thrust would be more on education, health and tourism.

She said Vice Mayor Mario Amores will be her running mate. Amores earlier said he was interested in running for congressman in 2010.

But Radaza said Amores has assured that he would give way to Mayor Radaza should the latter decide to run for congressman.

The city first lady said everything was still fluid except for her plan to run for mayor.

She will be up against staunch Radaza administration critic and businessman Efrain Pelaez Jr., Interior Undersecretary Lito Ruiz, and former Radaza supporter Councilor Junard Chan.

If Mayor Radaza pushes through with his plan to run for congressman, he may be up against former Cebu governor Vicente dela Serna and former city councilor Eugene Espedido.

Radaza said she has a complete slate of candidates for the current number of seats in the City Council. But since the bill to make Lapu-Lapu a lone district will add two more seats to the council, she said she has yet to choose candidates for those seats.

She said she was considering an alliance with political clans that are friendly with the Radazas, like the Patalinjugs.

The son of former vice mayor Norma Patalinjug is likely to run under her camp, Radaza said.

She also said that the Weigels, another prominent family in Lapu-Lapu City, have not yet endorsed a candidate for the City Council.

Radaza assured that until the elections come, she remains committed to her duties in the different committees in the city government, as well as her role as the village chief of barangay Mactan.

Radaza is chairman of the City Commission on Clean and Green Programs, head of the city’s Solid Waste Management Program, and a member of the City Cultural, Heritage, and Sports Commission.

Lapu-Lapu residents eager to vote in 2010

THE COMMISSION on Elections (Comelec) in Lapu-Lapu City has hit a record high in the number of registrations processed in a day last week, said its new Elections Supervisor Ferdinand Gujilde.

On Thursday last week, the office registered 425 new voters, the most that the office ever entertained in a single day, Gujilde said.

The election officer said he expected hundreds more new voters to register in the coming days as the last day of registration, Oct. 30, approaches.

The city, which was classified “highly urbanized” last year, has a voting population of 151,815 for the 2010 elections, according to 2009 figures from the National Statistics Coordination Board.

Gujilde, who was previously assigned as election officer of neighboring Mandaue City, assumed his new position in Lapu-Lapu last Oct. 3. He replaced Ann Janette Hu Lamban, who was transferred to the neighboring town of Cordova.

Gujilde said registration is open every day from 8 a.m. to 8 p.m. the entire week, including Saturday and Sunday.

Lapu-Lapu is expected to add new elected posts in the 2010 elections with the expected approval of the bill that creates a congressional district for Lapu-Lapu City. The bill, already approved by the House of Representatives and the Senate, still needs the approval of the President.

Approval of the bill would mean that two more seats would be added to the City Council, while city residents would also have to choose a House representative.

Gujilde said his reassignment to Lapu-Lapu City from Mandaue is part of normal procedure based on the Omnibus Election Code, which requires election supervisors to transfer after four years of serving in a particular election office.

Gujilde’s post in Mandaue was taken over by his wife, Ana Fleur Gujilde, who was transferred from the town of Consolacion.

THE LAPU-LAPU City government will continue to fund programs for children’s welfare.

The commitment was made by Lapu-Lapu City Mayor Arturo Radaza during his State of the Children Report last Saturday.

“The well-being of our children is one of the key indicators of a healthy and sustainable city,” said Radaza’s speech as read by city first lady Paz Radaza, barangay captain of Mactan.

“In fact, Lapu-Lapu ensures that the funds and manpower are apportioned annually in order to provide the basic services to our children and offer them quality child care.” Radaza did not mention an amount that would be spent for child care and development.

The mayor was not able to attend last Saturday’s State of the Children Report because he was reportedly not feeling well. His wife represented him and read his speech.

Since confirming her plans to run for mayor of Lapu-Lapu, Paz has been attending speaking engagements on behalf of the mayor.

First was during “Businessmen’s Night.” She also attended the launching of the city’s solid waste management programs. The State of the Children Report was the third time she represented the mayor.

In the speech, Mayor Radaza said the city government was carrying out programs for the welfare of children such as regular pre-natal check-ups in government centers, newborn screening, milk feeding, supplemental feeding of cereals and milk, immunization, and a breastfeeding program.

The city government has an “Under Five Clinic” facility for vaccination, deworming, and growth monitoring of children under five years of age.

Plans are on the way for the civil registration of all births and of children in need of special care.

“The city continues its adopt-a-school program plus daycare and special education programs for children with disabilities and out-of-school-youths,” Radaza said.

The mayor said the city government had put up Home Care Centers and Child Minding Centers in various barangays of the city with partnership from the private sector and non-government organizations.

In a study conducted by Child Hope Asia Philippines published online, Lapu-Lapu is one of the cities with the most street children, last counted at 139,967.

The study, conducted in March 2003, defines “street children” as children who either live or work on the streets, spending a significant amount of time engaged in different occupations with or without the care and protection of responsible adults. The study surveyed children under 18 years old.

Meanwhile, Paz claimed that more than half of the barangay captains in the city had urged her to run for mayor to replace her husband, who is on his last term.

She stressed that she was capable to run for mayor since she had long been a barangay captain and had been first lady for nine years.

9th House seat for Cebu ready

A YEAR after it was filed, President Arroyo signed into law yesterday the bill creating the lone congressional district of Lapu-Lapu City.

Mayor Arturo Radaza has yet to decide if he will run to become the city’s first and Cebu’s ninth congressman, but two scions of political clans are reported to be eyeing the position.


“I join the rest of the Oponganons in celebrating yet another milestone in the city’s journey to progress,” said Radaza in a text message sent by his publicist.

Republic Act 9726 will give Lapu-Lapu “an opportunity to be heard in the national legislature,” he said. The change also means a smaller turf for the incoming representative of the sixth district, now composed only of Mandaue City, Consolacion and Cordova.

Businessman and mayoral aspirant Efrain Pelaez Jr. said he suspected “connivance” in the splitting of the district and that it was probably meant to accommodate some individual political interests. He was asked about the development in a press conference he called to announce his camp’s support for the Liberal Party’s presidential aspirant, Sen. Noynoy Aquino.

But lawyer Gonzalo Malig-on, chief of staff of Rep. Nerissa Soon-Ruiz, said the bill went through the right processes.

“How can Congresswoman Soon-Ruiz rig the approval of the bill when she, in fact, is not on good terms with Mayor (Arturo) Radaza?” said Malig-on in a phone interview.

City officials said the swift passage of the law shows the administration recognizes Lapu-Lapu’s role in supporting the national economy.

“Ripe na gyud ang Lapu-Lapu to become a lone district,” Vice Mayor Mario Amore, said.

Angel Rodriguez, among the opposition’s choices for the congressional contest, said Lapu-Lapu can make the most of the development if voters elect someone who will set “personal greed” aside in handling public funds.

“Definitely, having Lapu-Lapu as a lone district is a big boon for the island city. It will see congressional funds poured in to solve a very acute problem that the present administration failed to attend to, which is socialized housing,” Rodriguez said.

Mayor Radaza is still undecided, but his wife Paz, a mayoral contender for 2010, said the endorsement of 30 barangay captains, through an approved Association of Barangay Councils resolution, cannot just be ignored.

“Dili ko moingon nga dili siya modagan, pero dili sab maayong usikan ang confidence nga gihatag niya sa mga kapitan (I won’t say he’s running, but it’s also not wise to waste the confidence the captains have shown in him),” she said.

The new district could mean bad news, however, for some constituents in what’s left of the sixth district.

Cordova Mayor Adelino Sitoy said that because the Lapu-Lapu City Hospital belongs to the City, Cordovanons may not expect priority attention by the hospital staff.

Pelaez, for his part, said the newly launched Kalihokan sa Katawhan alang sa Kalambuan (KKK) is still selecting whom they will field against Radaza in the district’s first congressional election.

Pelaez also reiterated his intention to run for mayor.

He said the KKK decided to support Aquino and Roxas since they believe in the senators’ “ideals and integrity.”

Like their newly formed political group, Pelaez, who is also the Mactan Island Chamber of Commerce and Industry president, said they both seek “real change for good governance.”

He cited the need to address graft and corruption, uncollected garbage and alleged overpricing in government-initiated procurements and projects.

“We cannot take it (corruption in Lapu-Lapu City) anymore. We have to stand up and fight this. We want a politics of change,” said Pelaez.

Admitting they do not have the support of most of the barangays in Lapu-Lapu City, Pelaez said what matters is that taxpayers are “listening” to them.

Lapu residents expect faster projects, ‘pork’



RESIDENTS expect more and faster projects now that Lapu-Lapu City has its own congressional district, a move that gained positive feedback from most Oponganons.

Republic Act 9726, proposed by Rep. Nerissa Soon-Ruiz (Cebu, 6th district) signed into law by President Arroyo this week, lumps Consolacion, Cordova and Mandaue City as the sixth district and creates the new lone district of Lapu-Lapu City.

Resident Edna Martinez told Sun.Star Cebu she hopes the development will mean more attention would be paid to the city’s problems.

“Mas maayo nuon na na nabulag na ta sa Mandaue. Kon unsa ang mga problema diri mas dali ra maatiman (It is better that we have been separated from Mandaue. Our problems here can now be easily paid attention to),” she said.

In random interviews, most residents expect more projects that will be completed fast, like roads and other infrastructure.

Lapu-Lapu, with a population of almost 300,000, will have at least P70 million as its annual Priority Development Assistance Fund through its district representative.

“Kon naa na’y mga project and gobyerno, dali na na mahuman kay mas daghan na man sila kwarta (Government can finish projects more quickly since there will now be more money),” said another resident.

Health

One common priority the residents brought up was the need for hospitalization assistance and medicine, especially for the uninsured poor.

Amid the positive feedback, however, a number of residents interviewed in Lapu-Lapu City did not know yet about the approved law. “Nabulag na diay ta sa Mandaue? (We are separated now from Mandaue)?” was one such reaction.

Residents will be electing their first district representative in 2010, coinciding with the end of Congresswoman Soon-Ruiz’s third consecutive term as sixth district representative.

With 131 votes, no opposition and no abstentions, the House of Representatives passed the Soon-Ruiz bill on third reading on Oct. 2, 2008, less than two months after the congresswoman filed it.

In an earlier version filed in 2007, the congresswoman proposed splitting the sixth district into two, the House website showed. In that proposal, Mandaue City and Consolacion would form the sixth district and Lapu-Lapu would combine with Cordova for the new seventh district.

The approved version, however, creates a lone congressional district for Lapu-Lapu City.

Roads, health in Lapu’s 2010 budget

In what is to be his last annual budget proposal as chief executive of Lapu-Lapu City, Mayor Arturo Radaza has outlined a P904.47-million budget for 2010.

Radaza, who are among those aiming to be the city's first congressman in the 2010 elections, focused his proposed budget on health services, salaries for job order employees, and construction or improvement of roads around Mactan Island.

The budget proposal, which was submitted to the City Council last Wednesday, allocates P91.5 million to finance various road projects, while budget for the city hospital and other health services is pegged at least P104.752 million.

Items that may be used to pay for the salaries of job order employees were pegged at around P100 million.

The City Council referred the budget proposal to its committee on appropriations, headed by Councilor Damian Gomez.

Attached to the budget proposal was an Annual Investment Plan (AIP), wherein development projects are itemized.

A large chunk of the projects outlined in the AIP are allocated to various road projects and related work. These include P20 million for development of road networks, lot, P15 million for lot acquisition and widening of the Washington and General Aviation Road towards the Marigondon beach, P19.5 million for lot acquisition and opening of new routes to link “strategic sites” in the city, and P450,000 for road improvement and asphalt paving of the street leading to the Home Care Center for Children.

The Home Care Center for Children is a project being pushed by First Lady Paz Radaza, who will be running for mayor to succeed her husband, who is on his last consecutive term as the city's chief executive. Paz is the chairperson of the local women and children council of Lapu-Lapu City.

In the budget’s General Fund, the mayor also allocated funds for road development. These included a P37-million item that was tagged as funds for “Street Lighting.”

Still in the AIP, Radaza earmarked a significant amount for health services. Around P2.5 million was allocated for the repair of the Lapu-Lapu City Hospital, administration of which was recently turned over to the city from the Cebu provincial government. Also in the AIP were items setting aside P500,000 for the purchase of drugs and chemicals against tuberculosis, P500,000 for treatment of sexually transmitted diseases, P1 million for anti-dengue chemicals, and P1 million in supplies towards reproductive health.

The Lapu-Lapu City Hospital, which has a special budget account, was allocated P37.94 million. The Santa Rosa Hospital in Olango Island, also a special budget account, was allocated P7.42 million for its 2010 operations.

The proposed budget also has various items totaling P100 million that may be tapped to pay for job order employees,

These items classified as “Non-Office” include P59.39 million in miscellaneous subsidies for hospitals and health centers, P7.7 million for sanitary services and street cleaning, P37 million for street lighting; and P8.8 million for community development and beautification.

GMA reenacts signing of Lapu bill



President Gloria Macapagal-Arroyo yesterday “re-enacted” the signing into law of Republic Act 9726 separating the City of Lapu-Lapu from 6th Legislative District of the Province of Cebu to constitute the Lone District of Lapu-Lapu City.

The law was passed by the House of Representatives on October 2, 2008 and by the Senate on September 28.

President Arroyo signed into law RA 9726 last October 22 at Malacañang without Cebuano congressmen and city officials of Lapu-Lapu.

Before her visit in Lapu-Lapu City for less than an hour, President Arroyo first went to the town of Loboc, Bohol and unveiled the Loboc Fish Landing and Multi-Purpose Docking Port worth P4.7 million.

President Arroyo also presided a Cabinet meeting at the Loboc Children’s Palace before making a side trip to the Mactan Cebu International Airport yesterday afternoon.

President Arroyo was accompanied by Press Secretary Cerge M. Remonde, Defense Secretary Gilberto “Gibo” Teodoro, Jr., Executive Secretary Eduardo Ermita, former DENR Secretary Heherson Alvarez.

The reenactment of the signing of the law (Republic Act 9726) was witnessed by Cebuano congressmen Raul del Mar, Antonio Cuenco, Eduardo Gullas, Pablo John Garcia, Benhur Salimbangon, Ramon “Red” Durano VI and Nerissa Soon-Ruiz.

Lapu-Lapu City Mayor Arturo O. Radaza and his wife, Paz, led city and barangay officials in witnessing the reenactment yesterday.

Sixth district Rep. Nerissa Soon-Ruiz, who authored the bill at the House of Representatives, said that the people of Lapu-Lapu will benefit now that it has become a lone congressional district.

Mayor Radaza considered it a “milestone in the city’s journey to progress” and “an opportunity to be heard in national legislature.”

City officials said the swift passage of the law shows the administration recognizes Lapu-Lapu’s role in supporting the national economy.

Section 1 of RA 9726 states that separation from the 6th District of “the lone legislative district of the City of Lapu-Lapu shall commence in the next national election after the effectivity of this Act.”

“The incumbent representative of the sixth legislative district of the Provinces of Cebu shall continue to represent the said district until the representative of the lone district of the City of Lapu-Lapu shall have been elected and qualified,” said Section 11 of the law.

Radaza expressed his thanks for the realization of the dream of the people of Lapu-Lapu City.

The city of Lapu-Lapu has a population of around 300,000 and was declared a highly urbanized city last 2007.

With the declaration of Lapu-Lapu City as a lone congressional district, the 6th District is now composed only of Mandaue City and the towns of Consolacion and Cordova.

The charter of Lapu-Lapu City, after its declaration as highly urbanized city, prohibits the residents in electing candidates for governor, vice governor and members of the provincial board.

Rep. Soon-Ruiz said the people of Lapu-Lapu City will elect their first congressman in the May 2010 elections.

Rep. Soon-Ruiz, whose term will end next year, said the people of Lapu-Lapu will benefit from the new law because the new congressman, who would represent the district will utilize the funds for the district alone.

Every congressman of a regular district will receive P70 million annual priority development assistance fund (PDAF) aside from the insertions for the budget to finance the implementation of the different projects in the district. – /NLQ (FREEMAN NEWS)

ENDING MONTHS of public speculation, Interior Undersecretary Joselito Ruiz is running for congressman for the district of Lapu-Lapu City under the Nationalists People’s Coalition.

He will face Lapu-Lapu City Mayor Arturo Radaza.

Ruiz’ wife, 6th district Rep. Nerissa Soon-Ruiz, is running for mayor in neighboring Mandaue City.

Opposition Councilor Junard “Ahong” Chan of NPC is running for Lapu-Lapu against Radaza’s wife, Paz.

His running mate is Ricardo Amores.

NPC candidates for city councilors are lawyers Dave Godornes, Gregorio Paquibot and Rudy Taneo; Canjulao barangay captain Rufo Bering, businessmen Celestino Aying, Lani Dakay and Cesario Silawan; retired Chief Insp. Emiliano Ngujo; Norma Evina Casul and Cebuano actress Rutchell Borbajo.

Ruiz and Radaza both filed their certificates of candidacy (COC) yesterday.

Each House hopeful sponsored a Mass at the Our Lady of the Rule shrine before filing their COCs.

Radaza and his party attended Mass at the shrine at 8:30 a.m.

From there, they put on a show as they led a caravan of around 300 tricycles, 200 motorcycles, 60 cars, 40 skateboarders, and hundreds of people on foot in a march to the city’s election office at the City Hall building.

Radaza was accompanied by the party’s other bets – Radaza’s wife Paz, Marshall Ycong for vice mayor, and their slate for the City Council: reelectionists Eduardo Cuizon, Quennie Malingin Ammann, Rodolfo Potot, Cornelio Pahang Efren Herrera and Alexander Gestopa Jr., as well as newcomers Roque Wagwag, Francisco Senerpida, Melissa Vidal, Florito Pozon and Radaza’s nephew, Harry Don Radaza.

Ruiz and his party attended Mass at the shrine at 1 p.m. Their trip to the election office afterwards was not without fanfare either, as Ruiz and his wife, Congresswoman Soon-Ruiz, headed a caravan of several large and regular sized motorcycles, cars, pickups and people on foot.

With the party lines in Lapu-Lapu now clear, it will be a three-cornered fight for City Hall in 2010.

The Kalihokan sa Katawhan alang sa Kalambuan party of mayoral aspirant Efrain Pelaez Jr., who are associated with the Liberal Party of Sen. Benigno “Noynoy” Aquino III, submitted their COCs last Monday.

Ruiz said his wife is the 6th district chairperson of Lakas-Kampi-CMD, which is allied with Radaza’s party.

But he said this has little bearing on Lapu-Lapu City since the city is no longer under the 6th district.

Ruiz said his wife was instrumental in the formation of his slate and the unity between Chan and Amores.

Ruiz said a critical factor in the party’s unity was when Amores decided to run for vice mayor shortly after Radaza dropped Amores’ uncle, Vice Mayor Mario Amores, from Deretso sa Kalambo-an’s slate.

The vice mayor earlier said he would quit politics for now after Radaza refused his desire to seek reelection under Deretso sa Kalambo-an Party.

Vice Mayor Amores said Radaza wanted him to run for a seat in the City Council.

But Radaza said yesterday that Vice Mayor Amores voluntarily decided not to run for any position after learning that his nephew, Ricardo, was running for vice mayor under Ruiz.

Also, the party did not offer its mayoralty spot to Vice Mayor Amores because the latter had endorsed Paz to run for mayor, Radaza said.

Radaza said that even though Vice Mayor Amores would not run for an elective position in 2010, he remained a member in the Deretso sa Kalambo-an Party.

Paz said the Ycong’s replacement of Amores was agreed by the entire party.

Ricardo, however, insisted that his uncle did not voluntarily leave Radaza’s party, but was “kicked out.”

He said he was supposed to run for the City Council had his uncle sought reelection.

But with his uncle out of the picture, Ricardo said his family encouraged him to run for vice mayor.

SEVERAL candidates rushed to the different offices of the Commission on Elections (Comelec) on Dec. 1 to file their respective certificates of candidacy (COC).

Some of them filed their COCs with fanfare or after attending a mass. Others just went straight to the Comelec office without a coterie of followers.

Lapu-Lapu City saw pomp and pageantry when Mayor Boy Radaza and his wife, Paz, together with their line up, filed their COCs with the city’s Comelec office.

Radaza, whose term ends next year, will run for Congress in the city’s lone district. His wife will run for mayor in his place.

Vice Mayor Mario Amores, meanwhile, was junked by the Radazas.

Councilor Marcial Ycong is Paz’s candidate for vice mayor.

Well-wishers (if you may call them) clad in red and green shirts and holding green and red balloons lined the M.L. Quezon Ave. Tuesday morning waiting for the caravan of Radaza and his party to pass.

The caravan was led by a drum and bugle corps, sexy dancers on board a truck and a horde of tricycles. Radaza walked together with his candidates from the PUJ terminal to the Comelec office near City Hall.

Officials of every barangay in Lapu-Lapu attended the mass and joined the caravan. The parade was like a celebration for the Radazas. The presenter even introduced Radaza as congressman.

A friend estimated the expenses for the entire activity at P5 million. It was a show of force and money. The Radazas sent a strong message to their opponents that they have money and supporters.

Lawyer Eugene Espedido, who was once a Radaza ally, is running for the same congressional post Radaza is eyeing. The mayor’s critic, businessman Efrain Pelaez is pitted against Paz in the race for mayor.

If people criticize President Arroyo as power hungry for filing a COC for the congressional post in her district in Pampanga, what do you call the Radaza couple?

Just like the President, the Radazas said they want to continue serving the Oponganons. That’s why the theme of the mayor for the May 2010 polls is “Diretso” or to carry on (continue).

Well, this is a free country where the exercise of suffrage is almost like a joke. No one can prevent the Radaza couple from “ruling” the island city as mayor and congressman except the conscience of the voters on election day.

New faces in the city’s politics have surfaced for the May 2010 polls. Lawyer Gal Arriesgado Jr. is running for councilor under Espedido’s ticket while lawyer Rico Amores is gunning for Congress as an independent bet.

In Cebu City, even the unknowns in politics are seeking elective office. Among them are retired Police colonel Rico Palcuto, who filed his COC as independent candidate for vice mayor, and Magdalo soldier Ashley Acedillo for congressman in the north district.

While church and civic leaders lashed at Ate Glo when she filed her COC for Congress, some Cebuanos only had oohhs and aahhs when businessman Glenn Soco was named as Governor Gwen’s candidate for vice governor.

Vice Gov. Greg Sanchez, who is running for reelection with lawyer Junjun Davide as his governor under the Liberal Party, appeared amused with the development. It’s going to be pagwapahay ug pagwapuhay (battle of looks), said Sanchez.

At least, coming from the mouth of Vice Governor Sanchez, the governor is gwapa. It goes without saying also that Davide and Sanchez are good-looking.

Lapu-Lapu mayor wants police escorts for wife

Two men, one of them armed, were at his Christmas party – they were not on the guest list.

Following their arrest, Lapu-Lapu Mayor Arturo Radaza said he is seeking police security for his wife and other candidates in his slate.

Radaza, who is running for congressman in the city's lone district, described the incident as a wakeup call.

Before this happened, he said, he would just ignore threats.

The arrested suspects turned out to be shoe vendors, who denied that they were out to harm Paz, who is running for mayor in Lapu-Lapu, or anyone else.

Valeriano Bacalso and Alfie Gabato said they just crashed the party last Tuesday to enjoy free food and collect giveaways. Bacalso said he kept a gun for self defense.

Both men showed up at the party drunk and calling attention with their rude behaviour.

Senior Supt. Mariano Natu-el, Lapu-Lapu City police director, said he would have their background checked.

Asked by CEBU DAILY NEWS how serious was the threat on a scale of 1 to 10, Natu-el rated it a “1”, the lowest score.

But since the suspects were arrested in a party he hosted, the Lapu-Lapu city mayor said he would request police security from the Commission on Elections (Comelec), for his wife, Paz, and the entire slate Diretso Tres.

Both suspects are ambulant shoe repair men in their 30s.

Bacalso, a native of Toledo City, carried an expired ID card showing him to be e a former police asset in Cebu City. His card was isssued as a member of the Barangay Intelligence Network in the North Reclamation Area chapter under the Cebu City Police Office (CCPO).

Gabato is from Olango Island, Cordova town.

The police filed a complaint for illegal possession of firearm against Bacalso and charged Gabato with malicious mischief.

Both men showed up at the Christmas party hosted by Radaza at the Lapu-Lapu Sports Complex about 1:30 p.m. on Tuesday. They caused a stir when they barged into the party, drunk and asking for food, said Harry Radaza, in a separate press conference.

The mayor's supporters kept a close eye on the two strangers, said Harry, campaign manager and a candidate for councilor.

Bacalso was eating rice and a piece of humba (pork stew) that fell off his plate. As he tried to pick up the meat from the ground, Bacalso's other hand was reaching for something in his belt bag, according to Harry.

Marshals pounced on Bacalso and found a .22 caliber pistol in his bag.

Harry said that before this incident, he received text messages warning of an assassination plot against Radaza, the mayor's wife and other candidates in their slate.

He also said two men on a motorcycle were noticed tailing his car last week.

“There mere fact that the there was a weapon proves it was a serious threat. They have all the reasons to go after me as the campaign manager and the one in charge of our group’s barangay connections,” Harry said.

Mayor Radaza said he suspects political rivals may be behind the incident but added that he will wait for the result of the police investigation.

“Murag wake up call ni namo kay sauna amo raman ibaliwala ang mga threats kay nisalig man mi sa mga tao (This serves as a wake up call for us because before, we would just brush aside the threats since we trusted the people),” Radaza told a news conference yesterday.

Asked if he had a suspect in mind, Radaza replied: “Bahala na ang police kung unsa kay trabaho man na sa police. ...pero kaning BIN kang (DILG Undersecretary) Lito (Ruiz) man ni. Kinsa pa man diay laing nagsugo ana? Naa man sa iyang ID nga BIN man siya (It is up to the police to determine this because that is their job. But this BIN – isn't this with Interior and Local Government Undersecretary Lito Ruiz. Who else would order them to do that? The suspect had an ID that he belonged to the BIN),” he said.

Undersecretary Lito Ruiz could not be reached for comment as of press time. His wife’s spokesman, lawyer Gonzalo Malig-on said he could not speak on behalf of the undersecretary.

Bacalso admitted he was drunk and had a gun, but said the weapon was for self defense.

“Nisulod lang mi sa party kay party lagi basin maapilan mi ug hatag (We went to the party hoping that we would also receive something),” said Bacalso.

He said he was in Lapu-Lapu to look for customers who may want their shoes fixed.

Gabato, a resident of Olango Island, said he only knew Bacalso on the day they were mauled and arrested. He said he went to the sports complex and joined the party because he saw his neighbors there.

He said he wanted to hitch a ride back to Olango.

Both Bacalso and Gabato suffered bruises on their faces after they were mauled by several people inside the sports complex following their arrest. They said they could not identify those who beat them up.

Police investigators were sent to Toledo City to check on Bacalso’s background.

Natu-el of the Lapu-Lapu police said he has not yet received an official request from the mayor for extra security.

Any request has to be evaluated by the police intelligence section to find out if the threat was “serious” enough to merit additional escorts.

Mayor Radaza said he would continue with his barangay sorties and “pulong-pulong” (community dialogues).

“Ang Ginoo nalang among saligan ana. Gaba ra ang ilaha (We will rely on God. Our opponents will get their comeuppance),” Radaza said.

He recalled that in 2006, he was given additional security after he received a death threat sent through a text message.

When he was suspended for six months over the graft inquiry into decorative lampposts installed for the Association of Southeast Asian Nations Summit, Radaza said he requested the Police Regional Office in Central Visayas to retain his security detail because of threats. The Police Regional Office 7 granted his request.

Ruiz sent ‘crashers’ to party

LAKAS-CMD Kampi candidate for councilor Harry Radaza said a photo of Lito Ruiz after he filed his certificate of candidacy (COC) showed he was lying when he disowned the two men who gatecrashed a City Hall party.

“The pictures are clear. These tell us that Lito Ruiz is a liar,” he said. Ruiz, an undersecretary at the Department of Interior and Local Government, is running for congressman in the new lone district of Lapu-Lapu City against Mayor Arturo Radaza.

In a related development, a Muslim community leader went to the police office yesterday to report a threat on his life, a day after he shifted support to City Councilor Junard Chan.

“Nianhi ko sa Cebu, Sir, para manginabuhi. Dili lang unta ko hilabtan kay mosukol raba gyod ko (I came to Cebu to make a living. I hope no one will interfere with me, because I will fight back),” Sultan Pascan said.

He said he heard about the threat from fellow Muslims, who told him to be extra vigilant because unfamiliar people were looking for him.

He also said it was of his own will when he decided to shift support and the people in his community in Barangay Pajac promised to rally behind him.

What a picture tells

The photo of Ruiz with Alfie Gabato, a member of the International Guardians Brotherhood Association, was taken by Erik Monsanto, a City Hall photographer. It shows Ruiz and his wife, Rep. Nerissa Soon-Ruiz, cheering with their supporters in front of City Hall. It shows Gabato wearing an ID from the Nationalist People’s Coalition.

Gabato and Valeriano Bacalso, 33, a former member of the Barangay Intelligence Network (BIN), entered the city’s cultural and sports complex, allegedly drunk, while Mayor Radaza and his wife, Paz, were hosting a Christmas party for 600 barangay workers last Dec. 21.

Bacalso allegedly approached Harry, the mayor’s nephew, at the presidential table to ask for food.

As Bacalso bent over to pick up a slice of fried pork that had fallen, Harry saw a revolver inside the former’s bag.

Bacalso and Gabato were accosted by civilian security personnel at the party and turned over to the police, together with the gun. Police charged them with illegal possession of an unlicensed firearm.

Ruiz, who is a “supremo” of the Guardians, has insisted he did not know the two.

But Harry said he believes it was Ruiz who sent the two allegedly drunk men to gatecrash the Christmas party.

“Kay mao’y ilang gusto nga i-butang sa Comelec control ang Lapu-Lapu, maong ila ta dinhing gisamok (They want Lapu-Lapu placed under Comelec control, that’s why they’re causing trouble here),” he said.
